Kluczowy przełom nastąpił w 2007 r., kiedy 98 % akcji przejął rosyjski inwestor Iakov Goldovskiy poprzez spółkę Petrochemical Holding GmbH zarejestrowaną w Austrii; po wymianie długów na kapitał udział ten wyniósł 96,5 % całego kapitału.\n\nZarządzanie rafinerią sprawował w tym okresie Marin Anton, wymieniony w publicznych rejestrach jako dyrektor generalny (CEO).
